You cannot turn the water on to the faucet if the handle dome (#2) or the hexagonal cartridge nut (#3) is removed. The cartridge nut is not visible in Sidemount.

Use pliers to turn the water on and off:

You cannot turn the water on to the faucet if the dome (#2) or the hexagonal cartridge nut is removed. The cartridge nut is not visible in the pictures however it is located beneath the handle dome (#2).
